I have some billion dollar business ideas . Should I publish them as papers or wait till I think I am ready to turn them into profitbale ventures ?

Take some time, put them down on paper, flesh them out a bit and see what ones you want to do, then do them.

Its like this. One of the ideas is for a web service. But i know nothing about web programming. So should i learn that or find someone who knows? also, the first version can be created not with much difficulty (i think). so how to publish/advertise the web service? see this is where i have a cloud. i don't know where i should start looking for this kind of help. (and i'm worried someone will steal the idea)

You only have two options. Learn it and implement it yourself or hire (get) someone that does.

This is where being a business man comes in handy. Marketing as web service is like marketing any other 'product' Identify your target market, learn where they get their contacts from and then market to them there. The three basics of marketing.

I have to admit that this IS a real fear and something to be careful about. All I can say at this point is do what you can to protect your self. Talk to your prospective business partners (if that is the way you are going to go) or make sure that people that you do talk to are aware that you are ready to aggressively protect your interests. Having them sign a bit of paper like a confidentiality agreement helps too, but you have to remember that appear is worth nothing unless you are ready to enforce it. I always recommend that you put down as much of the idea as you can and then seal it into an envelope and certified mail it to your self. When you get it leave it sealed. This is one great step towards proving you had an idea first should you need to take a fight to a lawyer. Feel free to email me offline of you want to talk more. And yes, I am willing to sign an agreement :)

Ideas are like coffee. They won't stay hot for long.

You should tell me about them, then I wil tell you whether to publish or profit.

Truth is the subjection of reality to an individuals perception
