Quick question, when a software development company says they 'operate in the utilities business sector', what does that mean exactly?

Maybe they are a software development company that target businesses that operate in the utilities (water, electricity etc) sector.

With that range of skills requied I would say the ad is likely to be for a software development company that develops software used by utility companies to run their business.
