Unable to view items in Purgatory

When I try viewing articles in the Purgatory section I get a "You are not authorized to view this page" http://www.codeproject.com/Purgatory/Active_Directory_Searcher.asp[^] Btw, the rating of this article is around 4.3 but why is it in the purgatory?
