    Rep. Henry Bonilla (R-Texas) in a runoff for the 23rd district of Texas.
    Rodriguez not only beat Bonilla, he triumphed easily over the 7-term
    incumbent 55-45 percent.

          Thanks I didnt realise that. Occording to Wikipedia Bonilla's from San Antonio and Rodriguez was born in Mexico and educated in the US

          System.IO.Path.IsPathRooted() does not behave as I would expect
