Possibly, if there were a lot of people standing around making a fuss. People have to want to be policed, and have broadly the same concept of justice as those who are policing them. I'm no fan of those restraining orders though - they should be on remand for actual criminal charges.

No, or minor Soviet agents who could safely dissapear either. What we have is a problem using the legal system to act on intelligence service information - which currently cannot be used in open courts.
