playing at the right FPS

Hi All, I was just trying to write a filter that would be able to decode and playback an H263 frame. I am able to succefully play the video however the FPS is coming down than what actually the video is suppose to be playing in.(Actual FPS of the clips is 30 and i am able to hit a max of 24fps.). Can anyone let me know as to wat are the factors that need to be kept in mind to get the right FPS. Regards
