Which language for a civil engineering program

I need an advice about which programming language should i use for a program which will have these features: * It will be a civil and structural engineering program which will make stuctural anlysis and design using engineering formulas, procedures and processes. * It will have a graphical interface like a CAD program and the design and calculations processes should base on this graphical interfaces. * It should give well organized outputs and these outputs will contain graphical ones which will be .dwg format and the non-graphical ones MS Word document format. The question is which computer programming languages are most effective, give the easiest way to target need less effort to do these.

I used to work as a civil engineer. The dominant programming language for software was Fortran. That may still be the case. However, I suspect newer software may well be in C++. Basic design calculations, however, can probably be done reasonably well using anything. We used to do lots of stuff in Excel in the mid-90s. Today, I would guess that lots of engineers use tools such as Mathsoft's excellent Mathcad software, which I used to provide tech support on in the mid-90s.
