detecting IF screen monitor is ON or OFF

is it posible running windows XP to detect if the screen monitor (any type, size, brand) is connected to the ac power line and for how long it had it been in that state (and keep a log file of all changes of ON-OFF state)
Yes, but the monitor would need to have a usb port, and you'd have to know how to detect the monitor via usb, blah blah blah. No, I don't know specifics, but the method I described so poorly seems viable to me.

That, however, ignores old monitors which do not support that mechanism. Othen than that, you could hire someone to sit in front of the monitor and press buttons accordingly.... child labor, etc....
