XNA Game Studio Express enables hobbyists, academics, and small, independent game developers to easily create video games for Windows and the Xbox 360 console using optimized cross-platform gaming libraries based on .NET. This release is an update of the 1.0 version which contains improved functionality along with new features. This release is supported on Windows Vista. Combined with an active membership in the XNA Creators Club (available from Xbox Live Marketplace), you can also create, debug, and play games on your Xbox 360 console. If you are interested in XBOX 360 :-O then go for it.. XNA Game Studio Express, which is a product that enables students and hobbyist game programmers to create games using C# that will run on both Windows and their Xbox 360. The XNA Framework is the set of .NET libraries that developers will code against to build their games. Blog-Good Information here[^]

No , I have never use the XNA Framework :( But, I have just little info about it. Have you check out the link I have given? The XNA Framework is for Managed Code Development and runs on the Common Language Runtime(aka CLR) which prevents a programmer from using unmanaged languages (C++) from using the XNA Framework. It supports only C#.
