Why the Japanese characters are rotated in the Select input ?

In my web page there is a Select input tag which has japanese characters. In FireFox everything is good, but in IE 7 the Japanese characters are rotated 90 degrees vertically !!. Another thing, the title bar is not showing the Japanese characters correctly (they are appearing as samll rectangles) both in FireFox and IE.
