Hi, I was just wondering, what the typical atmosphere a developer in California can expect? Are most developer/programmer jobs in California (the San Fransisco or Bay area) relaxed where there is a work life balance or is it more of a "your life belongs to the company" atmosphere?

I believe it is the organization you are associated with dictates this.
