    My favorite bit: "Almost 500 local authorities have been using anti-terrorism powers brought in under the controversial Regulation of Investigatory Powers Act to launch a string of bizarre investigations. These have included checks on dog fouling, putting bins out on the wrong day and people trying to cheat school catchment area rules." Laws are always passed for the very best of motives, and abused by police and prosecutors forever after.

      "The main purpose of the Act is to ensure that the relevant investigatory powers are used in accordance with human rights." ROFL - like sending the neighborhood bobby around if the town council decides you don't have enough insulation. In this country, awhile back the Racketeer Influenced and Corrupt Organizations Act was passed. RICO allowed governments to grab all of the assets an accused suspected drug dealer had so he couldn't have the means to run away or hire a better lawyer than the local D.A. I personally have heard of a case where it was used to confiscate a man's house after his son was found with a couple of ounces of marajuana, and another where an-out-of-stater was stopped for speeding and his car sold before he could get together the money to post bail. info here[^]

        Let me clear-up some confusion ... 1. Some individuals believe they can identify themselves, some in compromising places/conditions, with Google Street View thus complaints have been made to Google and some corrective measures have been taken by Google to address these complaints; 2. The local authority decided it would help them meet central government targets to reduce heat loss from property. To employ the use of an aircraft to infra-red photograph rooftops of property. To then later offer such property dwellers the option to reduce their heat loss, and subsequently reduce their fuel bills, through insulation that will be subsidized by grants from central government. 3. No actions can be taken by any level of government if you do not fully insulate your property. This is true if you are a property owner or a tenant of some landlord. 4. On this occasion, I do not believe it can be defined as "spying on people". The newspaper article's photo of a front of a house is not what ever happened in this case so the newspaper in this case was mis-reporting the story by mis-representing the truth. 5. CCTV is employed in town centres and similar such places where people congregate in numbers. This is primarily for crime reduction purposes and only used for spying if an individual (or group of people) are behaving in a suspicious way. Tapes are wiped usually within a fortnight and destroyed every three months unless they are required in some criminal proceedings. This newspaper story is really a non-story and gained little or no local TV or press coverage - I live just a few short miles away from this story's graphical location. Hope some of the confusion is cleared-up.

              RICO - On Monday just gone, BBC Tv Panarama program was aired, alas you can't get it in the States otherwise I would point you to the BBC iPlayer and the actual replay of the program, this program addressed some issues regarding the UK's Organised Crime Laws. And what a joke it has turned into! Going undercover to investigate 'Mr Big'[^] and About Crime Pays[^]

                      Over the years we have got used to CCTV cameras in our high streets, our shopping centres and so on. If you are doing nothing wrong then you have nothing to fear. But get involved in, for examples, some fisticuffs, or a drunken brawl, or be a habitual shoplifter, or be a drug dealer, or be a nuisance by driving a motorcycle along a pedestrian area then you are inviting attention. And if you are habitually involved in some other distasteful activity such as illegal fly-tipping then again you must expect to be targeted by mobile surveillance operatives.
