Send And Receive SMS

Hi Everyone, I am developing an application in which I need to implement SMS polling and voting feature. Suggest me some reliable SMS gateway providers whose Web Services I can consume in my application. I need to store the results back in to the database, so I need to receive the SMS also and store the result with Sender's detail. Also suggest me that as a developer which things I need to take care of while developing such application... Any suggestion would be helpful..
