Clearly they have run out of arguments, and can think of no other option but to try to frustrate the other person and divert his/her attention from the real issue. After a while, when the other person seems to have lost his/her temper, they can feel good that they have won the argument, when actually they have not. Or at least prevented the other person from winning, which is OK with them.
