Web Part - image Upload with hyperlink

I was wanting to create a custom control (or web part) to be able to upload an image to an image library, use the image and add a hyperlink to the image. Any suggestions??? I would be happy, with custom properties for the web part: Image location and Hyperlink. Sounds simple.....as i am fairly new to creating custom web parts.....need some direction....please
