WSS is SharePoint; "sharepoint service version" makes no sense whatsoever in this context. You can write just about anything you want or need for SharePoint, it uses the .NET Framework and ASP.NET.

Both WSS, Windows SharePoint Services, and MOSS, Microsoft Office SharePoint Services, are installed and run on servers. Again, you statement makes no sense, the is no non-server version of WSS as you seem to be implying.

It seems as YOU don't understand the environment you are trying to work with. MOSS stands for Microsoft Office SharePoint SERVER. The versions are commonly identified as WSS - SharePoint Services MOSS - SharePoint Server

WSS is free partly because it does not have the more robust search functionality. Best options? depends on how you want your search to work. I would look to a 3rd party web part from bamboo solutions...thay are cheap and work well. I think that's site level searches on any meta data? Without knowing the search requirement I can't say.
