ATL Services Cannot start?

I am new in ATL at all. First time try to learn ATL this morning(in japan) that turn out to be a bad experience. What is the simplest way to run a service? create a com object?(a ref would be appriciated) 2. If Message1 is right, why microsoft did not fix it?
