allowDefinition='MachineToApplication' beyond application level. This error can be caused by a virtual directory not being configured as an application in IIS.

Have you made this an application in IIS? In IIS go to the directory where you have your code. Open the properties window, go to the directory tab and make sure there in an application name and an application pool assigned.
