    As the emphasis is on the three words, less fatty meats, this is open to two interpretations. One is that it refers to consuming meat that contains less fat while the second is to refer to consuming less fatty meats. This is more likely the reason for the difference between the two directives. :)

        We should just eat less meat. There's no reason to believe that the fat in the meat is the cause of the issues in a meat rich diet. But, there's no way the lobby groups will let that fly. So, the interpretation has to be, meats with less fat. That's as much as they would dare say.
