Help yourself: start writing the application and ask for specific help. :)

Detecting the "bust network route with a socket" is like "making a car with a screwdriver". Before seeking a source, learn about the "mechanics": what about routing, how to get routing tables from routers etc. Otherwise you will get lost in the see of "screws".
