I have a pair of GSM modems I used to use for SCADA communications. In order to make them work at all, you must have an account with a cellular carrier for each device, and have SMS provisioned for the device by the carrier. Once enabled by the carrier, any GSM device should be able to receive SMS messages.

I tested some devices in Hyper Terminal using Attention(AT) Commands. These supported some AT Commands but not supported commands for receiving SMS from SIM And Phone Memory, Reading Delivery Status etc. Now i am expecting a GSM Modem which supports All AT Commands.

Virtually all modems will respond to the AT command - the basic set was invented 35 years ago for 300 baud modems used on telephone wires. AT stands for "Attention," by the way, and notifies the control circuitry that a command sequence follows. It was called the Hayes command set, after the originator of the commands. For SMS messaging you need a device called a cell modem, which uses a cell phone carrier for data transmission. The ones I have are made by Multitech, and operate on the Sprint PCS network, though GSM models are also available. You can use the ATI1 - ATI8 commands to get information about the models you're using, but you really need to locate a manual to find what each supports. While you may be able to set and read values in your device, the point of my post is that you will have to subscribe to a cell service and associate the device with your account in order to make it send and receive messages. None of them will work without a paid account from a telecom carrier. In case you haven't discovered this already, every manufacturer of these devices - at least as far as I have found - has a place on their website to download the manual and technical specs for their devices. Look up each of your devices and find one that has the SMS capability before you subscribe to a data service, or call the service of your choice and ask them what device they recommend. As far as supporting ALL AT commands, there is no such thing. There is a basic set of commands which most devices support, but each manufacturer implements their own extended set of commands. You can find the basic set (much expanded since the original was introduced) here[^].
