The intended uses of this are port/border control (Scan commercial vehicles to make sure they're not carrying contraband) and police surveillance... The first one seems reasonable, but the second will likely be abused. It's up to the courts to restrict these things. Doing infrared scans on a private residence counts, I believe, as a "search" of the home, which would require a warrant. I don't know whether vehicles are covered under that, but they should be. This would have to fall under the same heading. As for radiation levels... You're exaggerating (Big surprise) about them radiating entire neighborhoods, but I do see how it could be a concern if these are overused/misused. It's one thing to scan someone when they're getting on an airplane (Since you get more radiation from being in the upper atmosphere for a few hours anyway), but if they start driving around and scanning everything, it could add up.

Please explain how this would destroy peoples DNA. As someone who is doing a BSc in Evolutionary Biology, and having made a fairly in depth study of DNA I would appreciate your opinion on this.

But how exactly does this destroy the DNA, Captain Brain Fart? Does it dissolve the hydrogen bridge bonds between the DNA-strands, does it prevent complementary base pairs from bonding, does it disintegrate the phosphate-desoxyribose-backbone,... What does it??
