remove blank space in page footer in crystal report

I have a Crystal Report which contain the Terms and Conditions that has to be printed at the End of the Report.I used page footer for that.But it should show only in first page.So I suppressed it.But when i suppressed pagefooter,i am able to see a lot of space.How to avoid that space.Hope ypu will help me.I tried a lot. :((

Where did you write the supress formula? The footer or the text item?

in footer,i wrote suppress formula and also i checked supprss blank space.but a space is there
