Edit / report question based on status pops up in my own question

The message "Your status enables you to edit or delete this question. Alternatively, if the question is incomplete or simply isn't a question, then please report it." pops up on the right of my own question. Well its actually not wrong as i would have permission got improve my own question. Just want to know if the part "Alternatively, if the question is incomplete or simply isn't a question, then please report it." would apply
