Lounge downvoting

Pardon me if this has already asked before. I was on hibernation. :-D I can see that downvoting on the Lounge has already been disabled, which is good, IMHO. However, I was going through the forum posts of someone who wanted to quit(I'm not mentioning names, and I know I don't need to :-D ) and noticed that it had a score of 1. How was that possible?

I you report a post a vote of 1 will automatically be applied (I think there are some limitations for this rule. I believe something like this vote of one is only applied if the downvote is disabled or something like that)

Posts can still be reported as spam/abuse in the lounge.
I was brought up to respect my elders. I don't respect many people nowadays.

Nope. Whenever a forum post is reported, it gets voted with a "1", but the downvote has no impact on the rep points.
