    Apparently when the budgeteers on the Hill started working their way through the president's new budget they discovered there was no money, not even a line item, for humanitarian or reconstruction funds for Afghanistan. Remember, that was the place we weren't going to leave behind and so forth. http://www.washingtonpost.com/wp-dyn/articles/A25098-2003Feb18.html Don't worry, this will never happen in Iraq.

      There is also no mention of the upcoming war. it does not mean there will be no money spent on it. Though, why they aren't mentioned is still a little peculiar to me.
