'1 votes' without comment

I have noticed this article has been top of the 'latest best picks' on the front page for a while: Programming Without Coding Technology (PWCT)[^] Looking at the voting stats it has had a considerable number of '1' votes, but there are no comments. I thought all votes of 3 or less required a comment (which is a great idea IMO). Also, should an article with a rating of 3.35/5.0 really be top of the list? Colin E.
