Why Digital Ocean (or any other cloud provider)?

I mainly live in the realm of desktop development and embedded systems, and I don't do web. I just don't. So please excuse my ignorance. Under what conditions would I want to spend $5/month at Digital Ocean for a virtual machine? I guess I could have a "server" up and running in 55 seconds for testing? Getting a machine setup with a database? thx
