I once worked for a company that contracted outsourced developers for the sole reason of using their certificate status to gain partner points at Microsoft. The indian programmer got no real work from the company.

I'm serious. The people who created the worst code at one place I worked had MS certs. We examined one guy's code because he had some prevalent bugs. The dev next to me was walking through it. The same bug was littered through his code. Hmm... Then, upon further examination...it was because he had copy/pasted the same code (a for loop) something like 13 times. Then...we learned he didn't understand how putting the code into a function could solve this problem. Scary. Of course, for many individuals certifications are meaningful indicators of ability.

Of course. The concept of certification is useful because it allows to group candidates and reasonably expect the same minimum set of knowledge from each group. Too many groups means there is no meaningful partitioning.
