      hum.. so they will compare entered password with dictionary and if exists in dictionary then they wont accept that password sounds good but how can they ban it on every site on internet? that is not possible

        Simple, they'll just need a government run botnet to do a brute force dictionary attack every site. If they're successful on any attempt then the site owner gets a fine.
