I'd let it go. I didn't see any spam advertising the product, but it's inadmissible as an article because it doesn't provide code.

Looking at it more closely, I saw the link for the app. Given that the user has written 7 other articles, I'm still inclined to let him off with a warning. EDIT: I've added a warning comment to the article.
