I do understand your worries and every other things you had said. This is not necessary cheating because I only need a bot or program to assist me place bet at a very fast accurate speed that I am not able to achieving. This not not like hacking into the sport betting server or any of what you said. Building a browser form bot to execute commands which I could have been able to do any where by myself but at slower speed and so I am employing the use of an AI bot. Hackers are the ones who build malicious virus but professionals work is to build a clean legal app for problem solving

Don't waste your time, very few betting comanies will accept bets after the race/game/match has started.
Of course there are so many sport betting companies website that allow placing an ongoing live bet with reduced small odds which will probably be the target for AI bot. I have work with few which I won some and lose some games. It is not completely sure win betting because in any game, anything can still happen at the least few seconds. A bot like this will only reduce loss.

Like an AI bot which will be built in form of a browser and able to execute command, in order to be able to place last minutes bet by scanning for time and current status of the match. Lets say there is a game between team a and team b, team a is winning the match by 2 and team b 0, the bot will first scan for time and if the is up to 88 0r 90, it can then select all match in that range and the winning which also include draw game. Do anyone have any idea how we can bring this idea to live?

Not sure I believe any of that. Certainly some betting apps allow live game betting. That specifically involves making a bet after then game has started. Based on that it is not illegal nor cheating. And they certainly do not think it is immoral. Additionally, in comparison, investing in stocks have been doing (and allowing) investing in micro second incrementals for probably decades. Basically since it was technically allowed. And large pocket investors used time based advantages to make trades long before that. It was specifically one of the advantages of having a broker that was actually on the New York Stock Exchange.

Like any other business venture 1. Determine the requirements 2. Write the code 3. Use the final code. Based on your question here and how you asked it you might not have the technical skills to implement it yourself. So you would need to recruit (probably pay) someone to do it for you.

Just to be clear you think you have discovered an advantage in a betting market. Lets say such an advantage does is fact exist. Then I would expect the following. 1. You are presuming that no one else has seen it. 2. You are presuming that the betting company will not close the avenue. Or perhaps that such bets will not damage the betting company (they make up the loss some where else and just don't care.) 3. You might also have not looked into the actual API that you would be using. As such you might find that what you think of being an advantage as a human has already been closed to technological manipulation. (For instance by timing API calls which is something online games have done for at least a decade.)

It cannot be illegal since sportsbooks are offering you bets and you are placing them. The actual way you place them (via a paper slip, online, through a bot) is up to you. However, it is often the case that automatic bet placement, without being authorized by the sportsbook is against their Terms and Conditions.

In some cases, you may be able to place a bet on individual actions within the game -- e.g. "I bet the player strike out", "I bet the player will make this penalty shot". How you pick a team to bet on is up to you, you can use AI if you like. It's unlikely that a site will allow a bot to place the bet for you, but that's probably a terms-of-service issue, not law. If your AI is good at picking winners, you may get banned from the site. So you would want to pick some losers as well. If you attract attention by "winning too much", your best outcome is to get hired by them, but that doesn't seem likely. Morality and ethics are for losers.
