by putting an "Ask Question" button to the left of the "New Discussion" button, and have that button direct to the questions page? Perhaps this has been suggested before.

Which button to choose? Oh decisions, decisions. The number of people who post here and seem incapable of reading what is in front of them, navigating the menus, using the tools that are there to make things easier ... A second button will likely just add to their confusion.
