Hitting the "Spam" link took me to the CP home page. It didn't increment the user's spam count, because I just flagged the account after hitting the first link and was the first one to have reported the account.

That's what I saw as well. On an earlier experiment. I suppose I should have hit this spam button, but I didn't.

It has brought me to the home page of the site, I haven't reported the user manually and I am goign offline right now

FYI: I tried to report an article in queue as 'Wrong section' in the same way. I copied the link (for conventional reporting), pasted it in another browser window (where I was in CP) and pressed ENTER. It brang me back to CP home, which was expected. Finally: Checked the article and found, reprting worked. Sorry for my English, I hope you can understand it :-\ :-D

For today, I reported over 25 members... Tomorrow, I can check again if you publish such a 'short report' again. Then I will check my rep history. I should then see there also a message, that I reported.
