Does your source say anything about whether those two lines actually work?;P Seriously, when I started doing contract negotiations for software as part of managing DoD product developments, I was shocked to find that 10 lines per manhour was considered acceptable, including design, coding, debugging, and documentation. I was even more shocked by reviewing actual project expenditures and finding that most projects consistently overran the software development budgets developed to this standard, yet the project office still insisted on quoting this figure on new projects! I can see this. It deals with the complexity of projects as they get large. When you start on a project things go gangbusters and you spit out 100's of lines of code. But then as it gets more complex, most of your time is spent wading through the code, understanding what someone else code is doing. Debugging, and making things more nuanced so it fits the user's ides of how things work.
