Text to speech program

Is there a c++ API or anything in the MFC library that allows you to input a text string and it speaks the text out loud? Doesn't windows come with a built in text to speech engine, as I can change the properties for it in the control panel? If not does anybody know how to achieve text-speech translation? Thanks
