It is caused by a bug in IE. If you view the page using, for example, FireFox the menu correctly appears in front of the drop down combo box.

They get that 'holding a live snake by the throat' look in their eyes :D The crowning moment came a few days ago when we were discussing a feature she needs, and while I was trying to nugget out how to get it to work she rolls off a quick schematic of how it could all work, and blow me down if it wasn't one of the most elegant solutions I'd seen in a while.
