I need sscesa20.dll for RDA ?

Hi all, I am developing a PPC application. I want to use RDA with MSDE database. I cant find sscesa20.dll on my PC (maybe because I dont have SQL CE Server Agent installed ) I heard around that I only need sscesa20.dll for RDA. Please correct if I am wrong. And tell me a way to find this dll without installing something. Thanks in advance.
