what is the concept behind content management web application

Hi there, I need to work on content editing application. I was wondering what could be the logic behind the implementation of editing web pages hosted on another web server from a web application. Does it copy the pages first on local server and then lets the user edit it? or it edits it on the hosted server? Please help me geting a good start. Regards Ashu Sharma Web Analyst
