Curiously the report doesn't mention that the boy attempted to stop or escape the situation, indicating that it was consensual. Given that the vast majority of 14 year old boys would also give anything to be in a similar situation I can't really see what the problem is.

So you see the law does have one set of rules for one gender and another set of rule for the other.

I've run directly into the second two of those, and have every sympathy with any father who loses out as a result of the asymmetry in the law. Arguably the difference in maternity/paternity leave also contributes to the "culture" of viewing female employees as more of a risk because "they might leave to have a baby". If the government attempted to equialise those rights I would imagine the debtae would be rather interesting... At least pension ages are now equalised. I believe the European Court came down hard on that one!
