When you enlist (or are commisioned) you sign a contract that commits you to a specific period of time. In the case of enlisted personnel your commitment is 8 years some of that being active time and some of it being a combination of either active or inactive reserves. It doesn't matter what Kerry or the press say, thats the was that it has been for years. My bet is that many of the people being recalled from inactive reserves are in certain specialties that are more critical than others. I would bet that if you have been discharged recently from active duty and specialize in either Arab languages, communications, or Military Intelligence (yeah its an oxymoron) you can pretty well count on being called up. I see that as being a result of a long term effort to downsize the US military after the end of the Cold War, part of the so called "Peace Dividend". That's why the US has had to rely more on Reserve forces, who generally weren't called upon during the 70's and 80's. In the 90's, the US military was downsized as the need for maintain a large force seemed unnecessary. In some ways its not to disimilar (although nat as drastic) as the dismantling of the US military after WW1. Uptight Ex-Military Republican married to a Commie Lib - How weird is that?

If the government has decided to quietly change the rules I might disagree with them, but they are within the contracts people signed when they joined up and hopefully won't have to send these soldiers out to risk their lives. Sometimes it's best to be prudent though and refresh their training and have them ready for deployment. The tigress is here :-D

I found this quote on Reuters website: "Soldiers will be given an opportunity to come up Army standards but if they fall short "they will be returned to their civilian status. We will not send untrained, unready soldiers to the theater," said Bernard Oliphant of the Army Mobilization Division." Regardless of how long someone has been out of the military, there will have to be a certain amount of training and briefing that goes on. The experience that I had while I was in the Navy, was that the military was very serious about ensuring that there was quality training of the people serving. It wouldn't serve anyone's interests to see someone who has been out of the service for upwards of 1 to 2 years to be thrown into the military lifestype without some amount of retraining.... I honestly can't see them do it. Along the same lines, one of the reasons that the Pentagon has previously resisted suggestions of a draft, is the idea that the soldiers who are serving in most capacities are well trained and seasoned. I think that when you look at the example of Abu Ghraib, you see the dangers in not having proper training and discipline. The military has changed since I got out in 1990, but when I left the military the Active Reserves that we see being deployed now with some regularity where viewed with a lot of skepticism, they weren't as well trained or disciplined. I don't think it is fair to draw the same conclusion now necessarily, but I do have doubts about the abilities of a group of people who generally serve only 1 weekend a month and 2 weeks a year. The people that we see being recalled are people who weere apparently active duty and either retired or completed their term of active duty.
