They force good white companies to hire black figure heads and they also give bad white companies a way into lucrative government deals. It has also create all-black companies which are hopeless at what they do but because they have the right connections, they get the deal. It's only been 10 years since democracy. Full change in the education system takes a lot longer than that. Instead of creating a culture of phasing in black empowerment the government went for the glory and threw power at unsuitable people. That has only hurt blacks and embittered whites more.
