Security settings for using ICOMAdminCatalog

I am using ICOMAdminCatalog to shut down a running DCOM app that my webapp uses. It works great when I am impersonating my user in the web.config. But now the webapp should be set up to run in real life, so that option is no longer valid. Does anyone know how to set up security so that the ASPNET user can access ICOMAdminCatalog?
