SMS engine

Hi, Recently I have been assigned an interesting project that consumes the concept of SMSing. There is going to be a commercial web site that will help organisations to send bulk SMSs. But before that I would be making a core SMS engine that will be responsible for sending and recieving SMSs. Another requirement is that this SMS engine should be able to plug-in with our other web applications and could easily use it for sending SMSs. Please suggest how should I start with this thing. Should I create web service for it? Configuration and usability of this engine with other applications will be my topest priority. Please guide me with this experts if you can.
