This is really interesting developnet in Europe. Checz parliament just passed a law that liberalizes house building. According to it the builder does not need a build permit to build a single family house. If the slot of land is, in accordance with plans, dedicated for house building, you must report your intention of building a house on it to the local authorities; but no building permit is needed anymore. Well, that will at least save the situation where a guy in England decided that he wanted to build a second floor on his house, however the council said no. So, he just brought in some earth and increased the level of the surrounding land and built his second storey anyway. He was eventually caught after someone noticed that his house was now apparently on a 3 metre high hill that wasn't there before. It would be stupid. - "Neighboor problems" will rise - Risk of unsafe houses will rise too, no safety norm needed. - Environmental issues are totally ignored (what about treatment of 'dirty waters' for instance). - Czech republic could say "bye-bye" to its landscapes.

What may happen depends to a large degree on whether the waiver of building permit requirements also implies a waiver on construction standards and inspection requirements. Will this allow building on unstable land? Or building that disregards all construction codes and safety requirements? Or proper sanitation requirements? If so, then Karl is closer to right, since idiots and criminals will build crap whenever they have the opportunity. I see you don't understand the problem. First of all cancelling building permit is not "there are no rules" situation. You still have zoning. But -for the record- there are quite nice places that have no zoning laws, too. They are replaced by capitalist covenants. Houston is a nice example of that. You showed only bad examples. I showed you good examples. In general it is a matter of how much people can afford and what is the legal status. Empirically two things happen 1. People tend to keep the standard they are used too (if you had toilet you tend to build toilet in your new home), 2. People tend to invest more when they have legal coverage for what they do. So market liberalization in relatively developed environment, such as the Checz republic might just work out great - and mean cheaper housing and faster building times. Tomaž

Half of houses in Europe are built without any or with little regulation, not even close to today's standards. So I suppose we are nations of idiots and criminals who also happen to be very practical in the past and own housing because of it. I suppose we could build a car that would cost 100.000 EUR and prohibit people to drive cheaper cars, because they are too unsafe. That would -no doubt- increase car safety. But it would also made cars less available. So at the end it is a political decision - it has nothing to do with being smart or being stupid or being an expert or being no-brainer.

I they can put sewer directly to the next instead of paying for an septic tank, what option will they choose?
