      As you can see here[^], that would require some slant... (the oil is located between Scotland and Norway basically) Just revoke Norway's NATO membership, and look the other way for a little while...

                  That's where the problem lies. Their mindset is too business-oriented. They are the CEO's, chairmans, director or whatever whereas the people are their employees. If the employee can't perform, they throw you aside and import foreign talents. These people elected are to run the country and serve the people, not the other way round.
