Bitmap drawing

Hi, I have to draw bitmaps who represent cross section of steel beams. I can to that with the resource editor of Visual C++. But I want to know wich tool is available to add cotation mark with arrow to my bitmaps. I can do that with the resource editor but it is manual. I know I can use AutoCad, but it is too expensive. Do you have atool to suggest ? Tahks
