Scheduling an occasional server task (part 2)

So it turns out my host does not allow services to be installed on a shared hosting package. This doesn't surprise me so much, but I was hoping someone may have run into this problem before and come up with a solution that allows occasional tasks to be executed on a shared host. One idea that popped into my head was, rather than write a Windows service to do the timer, implement it using Amazon EC2. Unfortunately I know next to nothing about EC2 or even how it works (is it a virtual machine, does it have its own language?). If has any experience with this could you give me some idea of how complicated this would be, and how much the monthly charges would amount to if all it was doing was calling a web service method asynchronously every hour or so.
