Delay in starting cmd.exe

From about 2 days ago, when I try to start cmd.exe there's a delay of about 10 seconds before the window appears. Before that it used to appear instantly. If I logon with a different userid it appears instantly. So I figure there's some registry setting or something doing this, any ideas? I'm running Vista and my userid has full admin authority; the shortcut I usually use is set to run as administrator - but this makes no difference; if I run cmd.exe from the run box it has the same delay.
