slow data transfer speed

    a week ago when i first got my computer it had a transfer speed of 75-90 kbps now it only gets 10-11 kbps . i restarted my system lost all my programs and started fresh [just out of box] so what is wrong with the transfer speed i scanned for viruses with norton now everything on the web and my computer like runnig media player have all lost their speed if anyone has an answer it would be really appreciated ive been up for 3 nights straight and still havent solved problem

      are you going thru any proxies? -Your only as fast as your proxie... Does the computer use wireless or vpn? -Your only as fast as your connection... Also are you going thru a windows server domain environment? -You could have a routing protocol messed up. You might want to reset you winsock and arp cache.
